Effective January 1, 2011 all medical and non-medical home care agencies are required to be licensed in the State of Colorado. The Home Care Agency License Act is designed to protect consumers, ensure minimum standards are achieved by providers and create accountability. Classes of Home Care Agency Licenses
Class A Agencies
Class A home care agencies provide skilled healthcare services such as medication administration, injections, intravenous therapy, and wound care. Class A agencies can also provide personal care, which includes aiding with getting in and out of bed, walking and mobility, bathing, using the toilet, and dressing. Class A agencies can provide homemaker services.
Class B Agencies
Class B home care agencies provide personal care services such as aiding with getting in and out of bed, walking and mobility, bathing, using the toilet, and dressing. Class B agencies can also provide homemaker and companion services. These agencies are not permitted to provide skilled healthcare services.
Steps to Becoming a Licensed Home Care Agency
Colorado requires home care agencies to obtain a license in order to provide healthcare and personal care services in the home. To apply for a license, an organization or individual must send a letter of intent to the Health Facilities and Emergency Medical Services Division (Division) of the Colorado Department of Public Health and Environment.
Upon receipt of the letter of intent, an application is mailed to the organization or individual. Then the applicant must complete the following steps:
- Submit an application;
- Submit evidence of liability insurance or a surety bond;
- Submit evidence of workers' compensation insurance
Following receipt of the application, the Division reviews the application and performs a criminal history record check on the owner, applicant, or licensee.
Before granting a license, the Division evaluates an applicant's fitness to conduct and maintain a home care agency. Part of the evaluation is an inspection of the home care agency. Following the initial inspection, the Division inspects each licensed home care agency every three years.
