Our mission has always been to improve the quality of life for the seniors and adults with disabilities we serve. That means it's always about the people we serve and our dedicated team of caregivers and office members who work tirelessly to care for clients. We live and breathe our mission every day, with the goal of helping you navigate the journey. These are the people who work to bring you and your loved ones the highest caliber of in home care.

Phil Chandler, Owner

Phil Chandler- owner of Right at Home Ventura CountyPhil has fond memories growing up in Cedar Rapids, Iowa. Every Sunday his paternal grandmother (we called her “Grandmarie”) would visit after church for lunch and we would catch up on the activities of the week. She had a delightful sense of humor, telling the family the latest spicy joke she recently heard. When Phil was in college, she began to have medical challenges, and ultimately developed severe cognitive impairment. In those days we called it Senile Dementia and not Alzheimer’s Disease, but that is probably what it was. Phil’s Mom became her primary caregiver, and he saw firsthand the effort and stress that family caregivers go through. When Grandmarie passed away she didn’t recognize any of her family and wasn’t able to feed or bathe herself. This foundational experience molded Phil’s view of elder care and the impact it has upon the family. He carries this experience with him as he performs assessments and hires and manages caregivers. He feels that this business is a calling, and strives to provide the best care to all Right at Home clients.

This is why he is so passionate to provide care to families experiencing Alzheimer’s Disease and other dementias.
Grandmarie

Seeking to empower and better the senior community in Ventura County, Phil Chandler became a Certified Senior Advisor. Certified Senior Advisors have a broad-based knowledge of the health, social and financial issues that are important to seniors, and the dynamics of how these factors work together in seniors’ lives. 

Phil has worked in engineering management positions in Ventura County for the last 25 years. He holds advanced degrees in engineering and business.  

Phil understands the desire of seniors to remain independent in their homes.  His desire is to offer an affordable, high-quality solution to those that need care in their home.  Additionally, he wants to give the family peace of mind that their loved one is being taken care of appropriately with respect and compassion.

The Ventura County Office of Right at Home is a locally owned and operated franchise office of Right at Home, Inc., a senior home care and staffing company providing care since 1995.  Our mission is to improve the quality of life for those we serve.  We do that by providing high quality in-home caregivers to serve you.

Elizabeth Puga

Staffing Coordinator


Elizabeth joined our office in 2016 as our Staffing Coordinator, responsible for daily scheduling, HR support, overseeing our care staff, and providing support in other departments.  Elizabeth’s main focus is to recruit and hire the best qualified caregivers to ensure services are provided professionally with compassion. Before joining Right at Home, Elizabeth was the Office Coordinator for a local Home Health agency for three years. Elizabeth enjoys walks on Ventura pier at nightfall accompanied by her fiance Albert, watching movies and appreciates long car drives.

Deborah Harpster

Care Coordinator

Deborah joined Right at Home in 2021 and has devoted 25 years of her life to taking care of seniors in our community.  In 2023 she was promoted to the position of Care Coordinator, where she assists with assuring that the quality of care provided by our caregivers meets our exacting standards. She also introduces caregivers and clients and performs in home assessments. She has a beautiful daughter who lives in Sacramento, and in her spare time she enjoys music and sports and caring for her four rescue animals, 2 dogs and 2 cats.

Laura Moscoso

Recruiter

Laura recruits caregivers for Right at Home.  Her psychology degree provides her with the skills to interview applicants, creating a comfortable environment for them and helps each candidate throughout the process. She is passionate about connecting with talented candidates possessing outstanding qualities. She takes the time to get to know our candidates, understanding who they are and matching them with positions that align with their preferences and interests. Beyond her professional pursuits, she loves cats, going to the beach, and connecting with nature.

Gloria Rincon

Administrative Assistant

Gloria started working with Right at Home as a caregiver in 2019. In 2022 she was promoted to work in the office as a HR assistant. She is responsible for keeping all of the employee records and training up to date, as well as helping with other tasks. Prior to working for Right at Home she worked for a home care agency as a receptionist in Camarillo, Ca. During her spare time she enjoys spending time with her three children and husband. She enjoys hiking, going to the beach, and spending time with her large extended family and friends.

Linda Graham

Accountant

Linda joined the Right at Home team in 2021 to provide bookkeeping services, specifically in the areas of Accounts Receivable and Payroll. Linda has a heart for our clients and their families after serving as a caregiver for her father in 2017 when he began to deal with issues brought on by aging and the mental decline that comes with micro-vascular strokes. In her free time Linda loves to spend time with her children and grandchildren, play with her pups and bakes yummy sourdough bread.

Maureen Fleming

Community Liaison

Maureen became community liaison in January of 2024 after eight months as a caregiver for Right at Home-Ventura County. Her role is to educate the community about our high-quality care services. She develops and nurtures relationships with organizations that serve older and disabled adults and works directly with potential clients to make sure they receive the care they need. 

Before joining Right at Home, Maureen lived on the east coast and worked in the real estate industry, bringing value to clients, brokerages and the community. Prior to that, Maureen worked in the college and university textbook publishing industry assuring students had the digital and print materials they needed to succeed in learning and life. Maureen grew up in a little beach town in New Jersey, found adventure in New York city for six years, then married and raised her three Gen-Z children in Maryland. She came to California in a camper with her two rescue labradors and settled in Camarillo.

Christina Ramirez

Caregiver of the Month

Christina Ramirez has been a caregiver for over a decade and has worked for 6 years at Right at Home- Ventura County.  She came back to caregiving after starting a family with twin girls and a young son.  The children take up much of her time with slumber parties, play dates with other Mom friends and playing on the monkey bars at East Park in The Collection.   

Thrifty’s Chocolate Chip ice cream is Christina’s favorite as she watches her favorite football team the New England Patriots. She doesn’t watch as much though, since Tom Brady left for Tampa Bay and the Buccaneers.   

Christina loves being a caregiver because she "can engage with clients and listen to the stories that they tell."  She is able to learn about all parts of the world, from the east coast of the USA to Germany and beyond.   Christina's favorite story was of a client from the mid-west, who followed her military husband to Hawaii as a newlywed.   

Christina feels that the "personal connections are the most satisfying part of the job.  Just as long as the elderly have a safe reliable person to keep them on track and get them to where they need to be. I'm happy."
